Assignment Title: AKUK Reform and preparation of Digital Interaction Platform – Phase 1 (DIP)

Albania is implementing governance and service reforms in the WSS sector supported by the World Bank through P4R project financed by SECO (Swiss Government). In parallel, structural reform changes are being launched by the government, including the creation of the new Water Production Operator (OPU) while the details of its future role and structure are still evolving; therefore this assignment shall focus on AKUK’s current mandate and existing institutional set-up, and reflect OPU-related interfaces only where and when formally clarified or necessary as working assumptions.

This Request for Expressions of Interest aims to assist AKUK in hiring a Consultant to strengthen and adopt with new institutional changes AKUK institutional capacity and core digital tools to enable evidence-based planning, efficient project oversight for new and ongoing investments, and transparent KPI monitoring under the national reform agenda, in line with National Strategy of Water Supply and Sewerage (NSWSS 2023-2030) and EU directive implementation challenges on specific DSIP implementation.

The activities described in these TORs are expected to be completed within a period of 5 months, following the signing of the consultancy contract.

  1. At least a minimum of 15 years of general working experience in consultancy services;
  2. Proven experience in delivering multi-disciplinary assignments combining institutional reform, digital solutions, and capacity building
  3. The firm shall demonstrate at least 7 years of specific experience in the following areas:
    1. Institutional reform and organizational development in public sector institutions;
    2. Development of Standard Operating Procedures (SOPs), governance frameworks, and process optimization;
    3. Design and/or implementation of digital platforms / MIS / dashboards / workflow systems;
    4. Experience in data management, KPI frameworks, and performance monitoring systems;
    5. Human resource development, including job descriptions, competency frameworks, and capacity building programs.
  4. At least 3 similar completed contracts in the last 7 years, including:
    1. At least 1 assignment involving digital systems (MIS, dashboards, workflow platforms);
    2. At least 1 assignment involving institutional reform or public administration strengthening;
    3. Experience in water sector or infrastructure sectors will be considered a strong asset.

 

  1. Experience in Albania or similar institutional environments is highly desirable.
  2. Proven track record in World Bank / IFI-funded projects is an advantage.

1 Team Leader ·     Advanced university degree (Master’s or higher) in public administration, economics, engineering, management, or related field

·     Minimum 12 years of professional experience;

·     At least 5 years in leading institutional reform / governance projects;

·     Proven experience in organizational restructuring, SOP development, and public sector reform;

·     Experience in WB/IFI projects is highly desirable;

·     Experience in the water sector or infrastructure sectors is an asset.

·     Excellent command of English language.
2 Digital Platform / IT Systems Expert (DIP Lead) ·     Degree in IT, computer science, information systems, or related field;

·     Minimum 8 years of experience in design and/or implementation of:

–      MIS systems / dashboards / workflow platforms;

–      Data systems and digital solutions in public sector;

·     Experience in data architecture, system design, and interoperability;

·     Experience with low-code / workflow platforms / document management systems is an advantage.

·     Excellent command of English language.
3 Human Resources / Organizational Development Expert ·     Degree in HR, management, public administration, or related field;

·     Minimum 7 years of experience in: Job descriptions and competency frameworks; Organizational design; and Capacity development and training programs;

·     Experience in public institutions reform is required.

·     Strong experience in training design, mentoring, and HR systems.

·     Excellent command of English language.
4 Change Management and Capacity Building Expert ·     Degree in social sciences, management, or related field;

·     Minimum 7 years of experience in: Change management processes; Stakeholder engagement; and Training-of-trainers (ToT) programs;

·     Experience in institutional transformation projects is an asset.

·     Experience with behavioral change and adoption of digital tools.

·     Excellent command of English language.
5 Water Sector Specialist

 

 ·     Degree in civil engineering, water engineering, or related field;

·     Minimum 7 years in water supply and sanitation sector;

·     Experience with utilities performance, investments, or regulatory frameworks;

·     Familiarity with EU water directives (DWD, UWWTD) is an advantage.

The evaluation criteria to be used for selecting the successful Consultant will be the following:

  • General Qualifications, including core business and years in business, (30 points);
  • Relevant experience, including previous experience in the field of assignment, (60 points);
  • Availability of qualified staff within the consulting firm (10 points).

The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, in accordance with Quality and Cost Based Selecton (QCBS), Lump-Sum Contract. The Bank requires that firms or individuals involved in Bank IPF procurement shall not have conflict of interest.
